Why Am I Running?

Lincoln County has been my home for more than 45 years. My husband and I have been married for 31 years, and together we have raised our family here. Like many of you, I have spent my life working, raising a family, managing responsibilities, and doing my best to leave our community stronger than I found it.

 

For many years, I have helped manage our family business, handling daily finances, balancing accounts, tracking receivables and payables, preparing reports, and understanding the importance of accountability for every dollar that comes through the door.

 

Over the last several years, I have also spent countless hours researching candidates, elected officials, and state and local government. I have attended public meetings, reviewed budgets, studied financial reports, read audits, and asked questions on behalf of taxpayers.

 

Through that process, I came to understand something important: public service begins with trust.

 

Every dollar entrusted to county government comes from hardworking taxpayers. It represents long hours at work, family sacrifices, small businesses, ranches, farms, and households doing their best to make ends meet. The generosity of Lincoln County taxpayers should never be taken for granted, and the public’s trust should never be treated as automatic.

 

That is why I am running for Lincoln County Treasurer.

 

I believe county government should operate with accountability, transparency, and fiscal stewardship. Taxpayers deserve confidence that public funds are being managed responsibly, records are accurate, and financial systems are working the way they are supposed to work.

 

As your Treasurer, I will work every day to safeguard county funds, strengthen public confidence, and ensure taxpayer dollars are handled with the care and respect they deserve.

 Taxpayer Trust

Every dollar in county government comes from hardworking taxpayers. Those dollars represent family budgets, small businesses, ranches, retirees, and workers who trust their local government to manage public funds responsibly.

 The Audits Tell the Story

Repeated audit findings since FY2021 have identified ongoing issues involving reconciliations, internal controls, and financial oversight. These findings deserve attention, accountability, and solutions.

Lincoln County finances are more complex than ever. Grants, loans, federal funds, public-private projects, debt obligations, and transfers between funds require accurate records, strong internal controls, and daily accountability.

Transparency Matters

Taxpayers deserve to know where public money comes from, where it goes, who approved it, and whether financial records reconcile correctly. Public confidence is built through transparency, accuracy, and trust.

My Plan

My plan is simple: strengthen the process, tighten the controls, and restore public trust.

Clean Records

I will establish organized and clean records to ensure that all financial data is accurate and accessible.

Daily Accountability

I will implement daily task controls and oversight to maintain constant accountability for all county funds.

Monthly Reconciliations

Every account will undergo rigorous monthly reconciliations to identify and resolve any discrepancies immediately.

Checks and Balances

I will instate a two-person review process and a clear transfer log to track where every dollar goes.

Better Communication

I will improve communication with the Clerk and commissioners to explain fund origins, approvals, and balances.

FIRST 100 DAYS

If elected, my first responsibility will be to listen, learn, and gain a complete understanding of the systems, processes, and responsibilities of the Lincoln County Treasurer’s Office.

The Treasurer’s Office serves as the custodian of county funds and plays a vital role in maintaining public trust. My goal will be to build on existing strengths while identifying opportunities to improve efficiency, accountability, and transparency.

During my first 100 days, I will:
  • Meet with Treasurer’s Office staff to understand current procedures, workflows, and daily operations.
  • Review existing financial controls, reconciliation processes, recordkeeping systems, and recent audit findings.
  • Work collaboratively with the Clerk’s Office, Commissioners, Auditor, Information Technology staff, and other county departments to better understand how financial information flows throughout county government.
  • Evaluate current record management systems and identify opportunities to improve organization, efficiency, and accessibility while remaining compliant with Wyoming law and public records requirements.
  • Establish regular reconciliation and review procedures to ensure financial records remain accurate, complete, and up to date.
  • Develop a plan to address recurring audit findings and strengthen public confidence in county financial operations.
  • Explore opportunities to increase transparency by making appropriate financial information more accessible to the public.

My commitment is simple: protect taxpayer trust through accountability, transparency, and fiscal stewardship.

Dawn has been a dedicated member of the Lincoln County community for 45 years. Alongside her husband of 31 years, she has raised a family and built a life rooted in hard work and local service. This deep connection to our county drives her commitment to ensuring our local government operates with integrity and respect for every resident.

Since 2007, Dawn has managed the daily operations of her family’s small business. Her experience is hands-on, involving the daily management of cash, credit receipts, and accounts payable. She understands that real financial oversight happens every day through meticulous reconciliation, organized record-keeping, and meeting strict state requirements to ensure every penny is accounted for.

Dawn believes that county government should be held to the same standard as our own families and small businesses. In the private sector, we don't ignore mistakes or wait until the end of the year to balance our books. She will bring that same culture of daily accountability to the Treasurer’s office to protect our public funds.
